Paulo Costa
Consultant
Paulo Costa is a Civil Engineer from UFMG and from the University of Brighton, and a Building Technician from CEFET-MG. It is certified in Cost Engineering by AACEi.
Over 8 years, he has accumulated extensive experience in engineering projects, in all its phases, both in public works and in the private environment, providing services to Contractors and Contractors, aiming at the analysis of work records, contemporary and retrospective evaluation of delays, productivity deviations, cost control, among others.
It has recognized performance in diagnostic studies of construction delays, using the Critical Path method, as well as productivity studies, according to best international practices published by AACEi, SCL, MCAA, NECA, US Army and others.
In his professional career, he has also participated in extrajudicial claims negotiation, and in mediation, arbitration and common justice environments, working in the team of technical assistants and experts, in the preparation of Technical Opinions and in participating as a technical witness in hearings.

Paulo Costa began his career in 2011 as a Building Technician. At that time he was studying Civil Engineering. Worked in the Analysis of Records of Work Documents, calculation of additional costs incurred in the Contract (deviations of productivity, and specific demands).
Participated in large projects involving companies consecrated in the national scenario. In addition, he developed studies of diagnosis of delays in the work, by the Method of Schedule Analysis (Critical Path), productivity studies and its deviations and quantification of excessive costiness diagnosed in a Contract, using methods legitimized in the market.
Since 2016, it has accumulated participationin claims negotiation meetings with the Client and in the preparation of Technical Opinions for legal purposes. He has experience in planning analysis and analysis of works budgets (since the formulation of the Contract).
Projects
Paulo Costa has worked on several projects, and, only in the area of analysis of deviations, calculation of damages and disputes, more than 100 contracts are added. Among the projects that participated are:
- Infrastructure: Ports; Highways; Airports; Urbanizations; Railroads;
- Buildings: Buildings; Reforms;
- Works of the mining sector, in the Germano complex of SAMARCO.
- Sanitation works in the state of São Paulo, contracted by SABESP.
- Various projects in petrobras comperj and rnest complexes (coqueyard, cooling tower, port, access and internal roads, buildings, supplies, etc.);
- COPASA (Minas Gerais): civil works to expand the water and sewage network of the city of Lavras;
- Project SALOBO – VALE (Pará): civil works of the buildings of the support units of the operation of the SALOBO mine.
- Administrative Center of Belo Horizonte – CODEMIG (Minas Gerais): construction works;
- Northeast Refinery – RNEST (Pernambuco) and Gabriel Passos Refinery (REGAP): implementation works of the pipelines for dispatch and receipt of products.
- Hect – Position: Consultant – 2018 to date;
- Exxata Contract Engineering – Position: Project Manager. Management of teams in the preparation of texts, quantification of costs and data collection. Analysis and construction of documents aiming at the success of the company’s claims;
- Hect – Monitoring of contracts that provided for the execution of civil works, industrial works and contracts for the supply of supplies, acting in stages of the process of formulating the Claim Charter at Hormigon Engenharia e Consultoria Técnica.
